The League of Women Voters of Arizona welcomes Attorney General Mayes’ August 18, 2025 opinion clarifying that county recorders do not have the authority to cancel or downgrade voter registrations of eligible voters based solely on the lack of documentary proof of citizenship (DPOC) in legacy records.
This long-awaited guidance provides consistency across Arizona counties and ensures that voters—many of whom have been lawfully registered for years—cannot be disenfranchised by administrative errors outside of their control. The Attorney General’s opinion makes clear that unless there is affirmative evidence that a voter is not a U.S. citizen, counties must maintain the voter’s registration.
The League supports this ruling as an important safeguard for Arizona voters and a reaffirmation of the principle that access to the ballot cannot be undermined by inconsistent or unauthorized local practices.
